SIU Releases Name of Deceased

Mississauga (29 December, 2011) --- Ontario's Special Investigations Unit (SIU) is continuing its investigation into the death of 31-year-old Pardeep Singh Mann, in Scarborough late Wednesday evening.

At this time, the SIU investigation has determined that on December 28, 2011 Toronto Police Service (TPS) officers attended a residence at 60 Town Centre Court at approximately 11:52p.m. in relation to a police matter. Upon arrival officers spoke with the deceased, who was inside an apartment on the 21st floor. A brief time later, a neighbour in the adjacent apartment indicated to officers that a male was attempting to enter their residence via the balcony. The officers then entered the neighbouring apartment; at some point the man fell from the 21st floor balcony to a balcony on the 9th floor.

Mr. Mann was pronounced deceased at the scene. A post mortem was conducted at 9:30 this morning.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
