SIU Concludes Investigation into Man’s Injuries in Relation to Stolen Truck Investigation in Guelph

The Special Investigations Unit found no reasonable grounds to believe a Halton Regional Police Service officer committed a criminal offence in connection with the concussion and fractured rib suffered by a 45-year-old man. On November 12, 2024, officers pursued and stopped a reportedly stolen U-Haul truck in the area of Highway 7 and Wellington County Road 29 in Guelph.
In the rear of the truck, police located a stolen Ford Taurus with the man in the driver’s seat. The subject official tasered the man and another officer punched the man several times in the head. He was handcuffed and removed from the back of the truck.
Director Joseph Martino concluded there was insufficient evidence to reasonably conclude the force used was excessive.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
