Man Dies after Falling from Hospital Parking Garage in Oshawa; SIU Investigating
The Special Investigations Unit found no reasonable grounds to believe a Durham Regional Police Service officer committed a criminal offence in connection with the death of a 26-year-old man. In the early hours of November 12, 2024, police received a 911 call about a man in distress on the rooftop parking garage of Lakeridge Health Oshawa.
Officers responded and the subject official attempted to negotiate with the man to come off the ledge. Without any warning, the man walked off the ledge and left no chance for officers to physically intervene. While the officers were unable to prevent the man’s tragic death, Director Joseph Martino concluded it was not from any want of reasonable efforts on their part.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
