SIU Concludes Investigation into Man’s Injury in Sudbury

Case Number: 24-OCI-461

Mississauga, ON (24 February, 2025) ---
In the evening of October 22, 2024, a Greater Sudbury Police Service officer arrested a 23-year-old man without incident in Sudbury.  The arrest followed a complaint to police that day that the man had pointed a handgun at a female. The officer handcuffed the man behind the back. The man explained that he had Tourette Syndrome and might involuntarily jolt or twitch. Following his remand in custody at jail, the man told staff that his left wrist hurt. He was transported to hospital where he was diagnosed with a fractured wrist. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.

All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
