SIU Concludes Investigation into Man’s Broken Back in Fall from Second Floor of Mississauga Home

Mississauga, ON (18 February, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe a Peel Regional Police officer committed a criminal offence in connection with the fractured back suffered by a 34-year-old man in Mississauga. On October 21, 2024, officers were called to a home in the area of Winston Churchill Boulevard and Highway 403 for a report of a home invasion and shooting.

Officers arrived and saw a man on the ledge of the second floor of the home. They asked him to stop moving and moments later he fell on to a vehicle below. It became clear that the man was hallucinating and the report received by police was false.

Director Joseph Martino found that by the time it began to dawn on officers that the man was delusional, there was little opportunity to do anything to prevent his fall other than to ask him to stop moving. After the man fell, the officers acted quickly to secure medical attention. On this record, Director Martino was satisfied that the subject official comported himself at all times with due care and regard for public safety, including the man’s well-being.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
