SIU Concludes Investigation into Mississauga Arrest

In the evening of September 4, 2024, Peel Regional Police received 911 calls from citizens reporting a man behaving strangely in the area of Cliff Road North and Central Parkway East. He was variously yelling, lying on the roadway, and seemingly hallucinating. Officers arrived on scene and attempted to calm the man pending the arrival of paramedics. The man fled on foot, entering the rear yard of a residence. The man was arrested. While being escorted out of the rear yard, the man fell forward, striking his face on the ground and breaking his nose. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the 27-year-old man’s arrest and injury.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
