SIU Investigating After Officer Fired Less-Lethal Shotgun at Man in Scarborough

Mississauga, ON (12 April, 2025) ---
The province’s Special Investigations Unit is investigating the circumstances surrounding an interaction that occurred last night in Scarborough.

Preliminary information suggests the following:
  • At approximately 11 p.m. on April 11, 2025, Toronto Police Service officers responded to an apartment building in the area of Neilson Road and Military Trail for a domestic incident.
  • Inside an apartment unit, the officers encountered a 40-year-old male who was in crisis and was holding a knife.
  • When the man proceeded to harm himself, an officer discharged their less-lethal firearm at the man multiple times. He was apprehended.
  • EMS arrived and transported the man to hospital for treatment.

Three investigators and two forensic investigators have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
