SIU Investigating Injuries Sustained in Delhi

Mississauga (13 August, 2015) ---
Based on the Special Investigations Unit’s (SIU) review of an incident that occurred in Delhi earlier this month, SIU Director Tony Loparco has terminated the investigation.

The SIU review determined that at approximately 7:00 p.m. on August 2, 2015, officers with the Ontario Provincial Police, Norfolk County Detachment, responded to an assault call.  A 31-year-old man fled on foot and jumped over an embankment.  The man was later located by police and he had sustained injuries. He was taken to a local hospital and then transferred to the Hamilton General Hospital for treatment of leg and back injuries.

As it is apparent that the man jumped of his own volition and caused his own injuries, and given the fact that police officers had no contact with him when he jumped, the SIU investigation has been terminated.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
