SIU Investigates Shooting in Elgin

TORONTO (5 November, 2005) --- Seven investigators from the Special Investigations Unit (SIU) are probing the circumstances surrounding the fatal shooting of a 20-year-old man. The deceased has been identified as Jason Steacy.

At approximately 10:40 p.m. on November 4, 2005, Ontario Provincial Police (OPP) officers responded to a call about an unwanted man at a home in a trailer park on Patterson Boulevard in Elgin, Ontario. Officers arrived at the park and found a man suffering from non-life threatening stab wounds.

At approximately 11:40 p.m., as the officers investigated the stabbing, they located a male suspect at another home in the trailer park. They were involved in a confrontation with the man, resulting in shots being fired. Jason Steacy was struck and died shortly after his arrival at Kingston General Hospital.

The SIU has designated one subject officer from the OPP and the investigation is continuing.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
