SIU Concludes Investigation in Toronto Shooting

Mississauga (4 November, 2013) --- Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding a police involved shooting at 2677 Kipling Ave. Toronto, that occurred at approximately 3:00 p.m. today.

Preliminary information indicates the following:

Police were present to keep the peace while someone got belongings from an apartment;
There was an interaction between a man and the police;
The man was subsequently taken to hospital with gunshot wounds.

The SIU has assigned five investigators and three forensic investigators to probe the circumstances of this incident.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
