SIU Concludes Investigation into Man Diagnosed with Broken Wrist Following Arrest in Toronto

The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with the serious injury of a 31-year-old man. On July 21, 2024, officers arrested the man for assault and a violation of a term of a release order.
Director Joseph Martino found it apparent that neither officer involved in the arrest used excessive force. In fact, as video footage made clear, no force was used other than what was necessary to take hold of his arms and bring them around the back. The injury may have actually occurred in an altercation with a civilian witness prior to the arrival of police at a home in the area of St. Clair Avenue West and Jane Street.
The man was transported to hospital after his arrest and diagnosed with a fractured right wrist.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
