SIU Investigating Serious Injuries Suffered by Man in London

Mississauga, ON (17 July, 2023) ---
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a London Police Service officer committed a criminal offence in connection with the serious injuries, including a severed ear, suffered by a 28-year-old man after he was bit by a police dog.

On November 3, 2022, officers were dispatched a residence in the area of Wellington Street and Horton Street East. The man was reportedly attempting to break into a residence. The man fled in an SUV before police arrived. Police located him several times, but aborted efforts to pursue him when he failed to stop for police. Later, the man fled on foot in a townhouse complex and a police dog was released. The dog bit the man several times and the man’s ear was nearly severed. The man was handcuffed and taken to hospital.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
