Toronto Police Officer Charged in Man's Injuries

TORONTO (29 July, 2008) --- The Special Investigations Unit (SIU) is looking into the case of a Toronto man, who suffered serious injuries during a Toronto Police Service investigation into drugs and weapons possession two years ago.

At the conclusion of a criminal trial in Toronto, the SIU learned from media accounts of the outcome published on July 5, 2008 that 24-year-old Shayne Fisher, had suffered a fractured rib, perforated eardrum and bruising around the eye during a police raid.

SIU investigators are appealing for witnesses who may have either witnessed or any knowledge of an altercation between Mr. Fisher and Toronto Police officers at apartment 305-1550 Lawrence Avenue West near Keele Street at approximately 8:15 p.m. June 7, 2006.

The SIU is presently in the process of designating both subject and witness officers for interviews as part of its probe.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
