SIU Terminates Investigation into Brampton Banquet Hall Interaction

Case Number: 17-TCI-272

Mississauga, ON (13 October, 2017) ---
The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the injuries sustained by a 24-year-old man in September of 2017 in Brampton. The SIU was notified of the incident by the Peel Regional Police Service.

Shortly after midnight on September 24, 2017, there was a fight between several individuals at the Dreams Banquet Centre in Brampton, resulting in injuries to the 24-year-old man. One of the individuals involved in the fight was an off-duty Toronto Police Service officer.

Director Loparco said, “Based on the evidence, it is clear that on this night, the officer involved was not acting in his capacity as a police officer. Further, his conduct had nothing to do with the man’s injuries. Accordingly, I have terminated the investigation into this incident.”

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
